Air emission law enforcement coming to Dairy Facilities: EPA "safe harbor" Consent Agreement to be offered. The U.S. Environmental Protection Agency (EPA) has rulemaking and enforcement authority undr the Clean Air Act (CAA) of 1990. That act along with other federal legislation established requirements for businesses that emit priority air pollutants such as ammonia, hydrogen sulfide and dust above threshold levels. Air quality concerns and lawsuits against livestock industries have prompted EPA to look more closely at emissions from all livestock production facilities. At least one U.S. dairy operation is threatened by a citizen's suit for violation of clean air laws www.westernlaw.org/watershed/wacafo.html. As a result, EPA has negotiated a "safe harbor"
consent agreement with livestock agriculture groups. For additional details
